TO ALL TO WHOM THESE PRESENTS SHALL COME:
WHEREAS, Chief David Halfhill has faithfully and vigilantly served as a police officer in Campbell County for twenty-three years including ten years as a City of Dayton Police Officer and the last five and a half years as the Dayton Police Chief; and
WHEREAS, During his tenure, Chief David Halfhill has elevated the City from being the 74th safest city in the Commonwealth to the 24th safest; and
WHEREAS, Chief David Halfhill has modernized the department’s equipment and policies all while reducing employee turnover and maintaining fiscal responsibility; and
WHEREAS, Chief Halfhill has ensure a continuous community presence through a neighborhood watch program and participation by the police department in local school programs such as Career Day and the Reality Store; and
WHEREAS, Despite the litany of challenges faced by our police today, Chief Halfhill’s leadership has resulted in lower crime rates and fewer heroin overdoses in the City; and
WHEREAS, The City of Dayton thanks Chief David Halfhill for many years of dedicated law enforcement services and especially for his positive contributions to the Dayton Police Department and wish him a healthy and enjoyable retirement.
Now, Therefore, I, Ben Baker, Mayor of the City of Dayton, do hereby proclaim July 31st, 2020 as
